Bond yields edge higher as traders digest Treasury debt buyback plan

Bond yields edged higher on Thursday as markets absorbed the Treasury Department’s recent announcement to expand its debt buyback program. The yield on the 10-year U.S. Treasury, a key benchmark for various consumer loans, increased by more than 5 basis points to 4.704%, surpassing levels prior to the buyback announcement. The 30-year Treasury yield, the primary target of the intervention, also climbed over 5 basis points to 5.248%, while the shorter-term 2-year note rose modestly to 4.185%.

The Treasury, led by Secretary Scott Bessent, unveiled plans Wednesday to at least double the size of its government debt buybacks from September 9 through November 4 to help ease pressure on longer-dated debt. This announcement initially drove yields sharply lower, with the 30-year Treasury dropping about 10 basis points after touching a near 19-year high. However, the relief was short-lived as markets reckoned with the broader, more persistent challenges surrounding U.S. government debt and rising yields.

Analysts pointed to underlying structural issues in the bond market that such interventions do not resolve. Maia Crook, a senior research analyst at JPMorgan Chase, noted that while the buyback move temporarily lowered longer-term yields, it raised concerns about potential higher risk premiums. This stems from the Treasury’s intervention diluting the market’s “regular and predictable” operations, which could lead to increased uncertainty and volatility for investors.

The backdrop to these market moves includes the U.S. national debt recently surpassing $40 trillion, a milestone that adds to pressure on Treasury yields. Additionally, record corporate debt issuance driven by artificial intelligence investments is competing for capital, pushing term premiums higher. Traders were also weighing fresh Federal Reserve meeting minutes hinting at further rate hikes if inflation remains stubborn, alongside strong manufacturing data from the Philadelphia Fed signaling economic resilience amid these challenges.
