Trump admin unveils anti-Iran global sanctions plan, signals China not exempt

The Trump administration has introduced a new strategy called “Operation Economic Outcast” aimed at isolating Iran’s economy by targeting entities that support the regime financially. Treasury Secretary Scott Bessent announced the plan on August 24, 2026, describing it as an economic offensive designed to sever Iran’s financial lifelines globally. President Trump is actively engaging world leaders, urging them to halt their interactions with Iran, with the U.S. preparing to issue deadlines to countries identified as continuing business with Tehran.

Central to the sanctions effort is the threat of secondary sanctions against those who enable Iran’s trade and financial transactions. Bessent emphasized that any organization facilitating money laundering or supporting Iran’s oil revenue would be cut off from the U.S. dollar system. The scope of restrictions is broad, targeting sectors such as digital assets, technology, gold, aviation, and shipping. Although the sanctions have not yet been imposed, the administration is signaling a tougher stance with the clock “just started ticking” for compliance.

A significant point of concern is whether China, Iran’s largest trading partner, will be exempt from these sanctions. The announcement came amid ongoing U.S.-China trade negotiations, with President Trump and Chinese President Xi Jinping having recently met and planning another summit in September. Bessent asserted that no country or entity, including Chinese banks and firms, would be immune if they participate in facilitating Iran’s oil revenue or financial transactions that sustain the regime’s operations.

The move comes as the U.S. conflict with Iran nears six months without a clear resolution, following a brief and ineffective ceasefire agreement earlier this summer. The strategic importance of the Strait of Hormuz continues to give Iran leverage over global oil trade despite reduced activity. As Washington intensifies its pressure, the administration’s goal is to isolate Tehran economically until it stands “alone,” cutting off all logistical and financial support to dismantle the regime’s capacity to fund repression and conflict.
