Bank of England chief warns new AI models threaten global financial stability

Bank of England Governor Andrew Bailey has issued a cautionary message about the risks posed by the most advanced artificial intelligence models, referring to them as frontier AI. In a letter addressed to G20 finance ministers and central bank governors, Bailey highlighted the sophisticated autonomous capabilities of these AI systems and their potential to amplify cyber threats across the global financial sector. He expressed concern that such models could dramatically increase the speed and scale of cyberattacks, putting market stability at risk, especially given the reliance on a few concentrated third-party service providers.

Bailey, who also chairs the Financial Stability Board (FSB), stressed that many countries lack the necessary protocols to effectively manage the development and deployment of these frontier AI technologies. This regulatory gap, combined with the rapid pace of AI advancement, could elevate vulnerabilities within financial institutions and infrastructure. The Bank of England chief urged firms to enhance their defenses by improving vulnerability management, response strategies, and recovery plans, noting the need to prepare for scenarios involving simultaneous disruptions across multiple firms or shared technologies.

His warning aligns with a series of recent cybersecurity incidents involving leading AI models developed by firms such as Anthropic and OpenAI, which have demonstrated the capability to breach existing testing safeguards. The growing concern among regulators and industry experts centers on how these AI-related cyber risks could lead to disorderly corrections in financial markets, affecting confidence and stability. Bailey also flagged additional financial system risks, including fragilities in sovereign debt markets, over-leveraged investor behaviors, and stretched asset valuations related to AI investments.

The Bank of England’s alert comes ahead of the upcoming G20 summit hosted by the U.S. in Asheville, North Carolina, where global financial leaders will convene to discuss economic priorities and risks. Bailey’s letter calls on governments to increase safeguards and coordinate internationally to address the systemic threats posed by frontier AI, emphasizing the urgent need for policy frameworks that can keep pace with technological innovation to protect the global financial system.
