The Trump administration’s Department of Energy has approved a conditional loan commitment of up to $5 billion for Constellation Energy to enhance the capacity of eight nuclear power plants across Illinois, Maryland, and Pennsylvania. This funding will support the modernization and “uprating” of 11 existing reactors, increasing their output by 1.1 gigawatts. The upgrades mainly involve using more enriched uranium and upgrading systems to handle the higher power levels, with the goal of meeting the growing demand for energy from major tech companies.
Constellation has already earmarked over $7 billion to add more than 1,000 megawatts of nuclear capacity, with most of the new power committed to hyperscale data center operators like Google, Amazon, and Meta. Google plans to purchase electricity from plants in Pennsylvania and Illinois, Amazon from the Maryland facility, and Meta essentially holds rights to the entire Clinton plant in Illinois. These companies are strategically securing energy supplies to support their expanding AI data centers, which require massive, reliable, and affordable power.
While the Department of Energy promotes the loan as a move to deliver affordable, reliable energy to American homes and businesses, there is no clear indication that residential electricity rates will decrease as a result. The $5 billion loan could reduce financing costs for Constellation, potentially benefiting either the company or its corporate buyers, though Constellation has not confirmed any such impact on consumer prices. The focus remains on providing consistent power to large commercial and tech clients rather than broader public rate reductions.
With tech giants investing tens of billions in powering AI infrastructure, securing dedicated nuclear power through Constellation’s improved plants positions them to maintain a competitive edge. These government-backed loans serve to accelerate upgrades in nuclear capacity at critical facilities, highlighting a public-private collaboration aimed at meeting the surging electricity demand from the data center industry. The finalization of the loans will be a significant step in expanding nuclear energy’s role in powering large-scale cloud and AI operations.
